The ethnic and religious minorities
In general the ethnic group
is defined as a group with
common cultural traditions
who has the sentiment of identity
as a subgroup in the global
society .
The members of the ethnic
group are different from others
by their different culture,
language, religion, costumes,
clothes and behaviours.
Essential is the the identity
feeling and their self perception
of being different from other
members of the society. Some
sociologists consider the
ethnical feelings like an
extension of the relative
feelings.
The ethnic minorities have
always represented a significant
percent in the Romanian population.In
1930 when the population was
18000000 and only
73% romanians. After 60 years
the minorities represented
12% with 18 ethnies all of
them with representatives
in the Parliament.
In Romania all these minorities
had liberties and rights,
except from the Rroms and
the Jewish people in the 40`th.
The minorities from Romania
are represented by the Rroms,
Hungarians, Italians, Turks,
Russians..etc.
In the Hatzeg county from
a population of 9776 inhabitants
500-600 are Hungarians in
all the Hateg, 133 Italians
in the localities: Clopotiva,
Rau de Mori si Santamarie
Orlea and 400 Rroms in Ciopea,
Barasti, Santamarie Orlea
and Subcetate who are making
spoons and sweeps.
Like Eugenio Di Gaspero-the
president of the Italian community,
says the Italians came here
a 100 years ago attracted
by the wood from this region.
The Hungarians and the Italians
considered Romania the land
where their ancestors are.
A big number of them are working
abroad and they made a communion
named symbolic „The
Italians emigrants family
„Bellumo-Udine”from
Santamaria Orlea which is
now in Hateg.
These minorities were very
well integrated in the region
the only difference is their
religion, the romano-catholic
religion.
They also have schools in
Hungarian language.
The other minorities are the
religious minorities : romano-catholics,
baptists, penticostals, adventist
for the 7 th day.
After 1989 the number of the
religion minorities grew and
they also received money from
the budget in 2005 .
The minorities from the Hatzeg
county are very well tolerated
.
Unemployment
Nowadays unemployment is one
of the most troublesome phenomena
affecting the economies of
states.
Unemployment can be characterized
as a negative state of the
economy, due to which the
active unemployed population
cannot be secured a place
of work during a certain stage
of the economic development.
The “International Work
Office” defines the
unemployed as the persons
over the age of 15, who satisfy
the following requirements
cumulatively:
- the capacity to work;
- the lack of an employment;
- the willingness to work
in exchange for a remuneration;
- the search for a place of
work.
The Romanian Law no. 1/1991
republished and modified,
presently the Law 86/1992
qualifies as unemployed the
persons who have the capacity
to work, but cannot be employed
due to the lack of available
jobs suitable to their training
and, though the law makes
no reference to their age,
it is construed to apply to
persons over the age of 16.
52% of the unemployed persons
come into contact with their
friends, relatives, colleagues,
or trade unions in order to
find a place of work, while
some other choose to come
into direct contact with the
employers ( 45% ). Direct
contact is preferred by many
of the persons looking for
a place of work, so that the
labour offices or the job
advertisments only come as
a second choice.
The structure of unemployment
enables the identification
of the fields which raise
economic problems. The monthly
unemployment is a helpful
guide in understanding economic
evolution.
In Romania, studies of unemployment
began to be made in February
1991. At the end of March,
the total number of unemployed
people recorded in Romania
in the registers of territorial
labour agencies was of 536.807.
A number of 217.265 recorded
unemployed persons were compensated,
whereas 320.452 were not.
The number of unemployed men
still remains high, representing
60% of the total number of
recorded unemployed persons,
and this proves that men are
more affected by unemployment
after the reorganization of
the Romanian economy.
The highest unemployment rate
of 10,9% was recorded in Hunedoara
county. This high percent
of unemployed people derives
from the fact that some areas,
such as Brad or Valea-Jiului,
were mining areas, while Calan,
Hateg and Hunedoara areas
were subject to massive industrial
reorganization.
In the Hateg area, almost
a quarter of the 9,770 people
living there is unemployed.
The unemployment here is due
to the massive reorganization
of the canned goods and beer
factories, of the Romanian
railways, as well as to the
closing of Calan works and
the IAS. The 8 hydro-electric
stations and the tourism which
begins to develop can offer
new places of work to the
unemployed population. There
are also attempts to bring
foreign investments in this
area in order to increase
the number of the places of
work.
From the perspective of the
areas examined, in March 2005,
the number of unemployed people
between the age of 18-62 represented
3,08% in the urban areas and
5,24% in the rural ones. Due
to the low offer of employments
in the rural areas, the number
of unemployed people between
the age of 18-62 is much higher
than their number in the urban
areas.
The organization of the recorded
unemployed people into age
cathegories or in accordance
with the duration of unemployment
proves that the greatest number
of unemployed people can be
found in the cathegory of
people between the age of
30-39 and 40-49.
One of the active measures
consistently applied in order
to increase the breaks in
the integration of young people
into the labour market is
that of stimulating the employers
by state subsidies, with a
view to the occupation of
the labour market. Thus, on
March, 31, 2005, economic
agents were granted subsidies
for a number of 24.346 employed
graduates (20.222 in the private
sector and 4.124 in the public
sector), organized as follows:
- 11.108 graduates,
- 5.378 highschool leavers,
- 1.433 people who have acquired
education after leaving school,
- 5.090 people of vocational
education,
- 1.322 people of complementary
education and apprentices
- 15 people who have acquired
special education.
In what concerns subsidized
places of work, the greatest
number of employees is represented
by the university graduates
(45,6%), followed by the school
leavers (22,1%), the people
of vocational education (20,9%).
This proves once again the
importance of the level of
instruction in finding a place
of work.
Unemployment is a negative
economic phenomenon with implications
on the psychological level
as well. In Romania (thus,
including Hateg area), unemployment
arouse in 1989 with the passage
from a centralised economy
type to a mixed type.
